REQUEST FOR QUALIFICATION (RFQ): CONCESSION OF THE NATIONAL STATDIUM COMPLEX & ATHLETES’ HOSTEL SURULERE, LAGOS STATE
- Project Brief
The Federal Government of Nigeria (“FGN”), through the Federal Ministry of Youth and Sports Development is desirous of transforming the National Stadium Complex & Athletes’ Hostel both located in Surulere, Lagos state into a world class sporting arena and entertainment centre like the Singapore Sports Hub and similar facilities across the world that provide lots of excitement to all and sundry, using Public-Private Partnership (PPP) procurement methodology.
The National Stadium Complex Lagos is a multi-purpose stadium complex in Surulere, Lagos State, Nigeria, which comprises the Athletes’ Hostel, an Olympic-size swimming arena and a multipurpose arena used for basketball, volleyball, table tennis, wrestling and boxing matches. It was used mostly for football matches until 2001. It hosted several international competitions including the 1980 African Cup of Nations final, the 2000 African Cup of Nations final, and FIFA World Cup qualifying matches. In 2009, the defunct National Sports Commission had begun a concerted effort to bring the facility back to world class status.
- PPP Procurement Process (Request for Qualification (RFQ) and Request for Proposal (RFP))
The PPP procurement will be a two stage RFQ and RFP process. In line with the Presidential approval obtained in 2014, the Federal Ministry of Youth and Sports Development invites reputable private developers/consortia with the requisite technical and financial capabilities, as well as operations and management expertise to respond to the Request for Qualification (RFQ) to undertake the redevelopment and management of the National Stadium Complex & Athletes’ Hostel in PP partnership with the sponsor. The redevelopment will stimulate economic growth and at the same time provide employment opportunities for our teeming youths. This RFQ is the qualification stage of the procurement process for the Project, and interested firms/consortia are required to meet the qualification requirements specified in the RFQ package. Only qualified parties shall be invited to the Request for Proposal (RFP) stage. Qualified parties shall execute a Non-disclosure Agreement prior to being issued the RFP bidding documents.
- Eligibility Criteria
Prequalification of interested parties shall be based on the eligibility criteria stated in the RFQ package, which shall be available for download from the websites of the Ministry (www.youthandsport.gov.ng) OR ICRC (www.icrc.gov.ng)
- Method of Submission
Completed RFQs must be submitted in Six (6) copies in a sealed envelope clearly marked “REQUEST FOR QUALIFICATION AS THE CONCESSIONAIRE TO REDEVELOP AND MANAGE THE NATIONAL STADIUM & ATHLETES’ HOSTEL, SURULERE, LAGOS STATE” along with a soft copy version (in USB drive).
