REQUEST FOR QUALIFICATION (RFQ): CONCESSION OF THE ATHLETES’ HOSTEL ABUJA

1. Project Brief

The Federal Government of Nigeria (“FGN”), through the Federal Ministry of Youth and Sports Development, is desirous of transforming the Athletes’ Hostel, Abuja located in Abuja Stadium (Package B) Complex into a world-class facility to accommodate athletes and provide ancillary commercial activities during local and international competitions, using Public-Private Partnership (PPP) procurement methodology.

The Athletes’ Hostel, Abuja is a multi-purpose hostel in Abuja, Nigeria, which comprises a global standard hostel building and ancillary support facilities.

2. PPP Procurement Process (Request for Qualification (RFQ) and Request for Proposal (RFP))

The PPP procurement will be a two-stage RFQ and RFP process. In line with the Presidential approval obtained in 2014, the Federal Ministry of Youth and Sports Development invite reputable private developer consortia with the requisite technical and financial capabilities, as well as operations and management expertise to respond to the Request for Qualification (RFQ) to undertake the redevelopment and management of the Athletes’ Hostel, Abuja in PP partnership with the sponsor. The redevelopment will stimulate economic growth and at the same time provide employment opportunities for our teeming youths. This RFQ is the qualification stage of the PPP procurement process for the Project, and interested firms/consortia are required to meet the qualification requirements specified in the RFQ package. Only qualified parties shall be invited to the Request for Proposal (RFP) stage. Qualified parties shall execute a Non-disclosure Agreement prior to being issued the RFP bidding documents.

3. Eligibility Criteria

Prequalification of interested parties shall be based on the eligibility criteria stated in the RFQ package, which shall be available for download from the websites of the Ministry (www.youthandsport.gov.ng) OR ICRC (www.icrc.gov.ng)

4. Method of Submission

Completed RFQs must be submitted in Six (6) copies in a sealed envelope clearly marked “REQUEST FOR QUALIFICATION AS THE CONCESSIONAIRE TO REDEVELOP AND MANAGE THE ATHLETES’ HOSTEL, ABUJA” along with a soft copy version (in a USB drive). ). The RFQs should be addressed to:
