Unsolicited PPP Proposals (Privately Initiated Infrastructure Proposals – PIIP) is a powerful tool that allows the private sector to take the lead on initiating and developing a PPP project that alongside other procurement methods, can rapidly mobilize private sector capital and expertise to build stronger infrastructure pipelines, improve efficiency and increase innovation in infrastructure services delivery in emerging economies.
Important factors for ensuring they are successful include adequate government technical capacity, solid programme frameworks, transparency, sustainability, and the careful introduction of an appropriate level of competitive pressure eg. swiss challenge etc.
