PPP: NCC issues Request For Qualification for Device Management System (DMS)
Under the regulatory guidance of the Infrastructure Concession Regulatory Commission (ICRC), the Nigerian Communication Commission (NCC) has issued a Request for Qualification (RFQ) for the deployment of a single window Device Management System (DMS) for mobile communication devices.
The project is collaboration between the NCC and the Federal Ministry of Communications and Digital Economy under a Public-Private Partnership (PPP) arrangement (“NCC Device Management System” or “the Project”).
The NCC on its part has employed the services of a transaction advisor in the process of procuring a PPP Partner, under the regulatory oversight of the ICRC, therefore the ICRC guidelines will apply.
“The NCC invites interested firms and/or consortium of firms to participate in the qualification process for the selection of a Private Sector Operator through a Competitive Bidding process for the “Deployment of a Device Management System”.
“NCC expects the selected Private Partner to Design, Build, Finance, Operate, Maintain and Manage the DMS based on Tenure, Terms and Conditions to be set out in the PPP Agreement.
