ICRC superintends and regulates PPPs in Nigeria
Capacity Building
The Federal Government established the ICRC in cognizance of the collaborative roles that the public and private sectors share in pursuing the country’s national growth and development agenda, especially as it concerns infrastructure provision and delivery.
To this end, the ICRC serves to strengthen private sector engagement to promote the country’s infrastructure and development objectives, with PPP projects serving as its cornerstone strategy.
The Commission’s function of “providing advisory services, technical assistance, training and capacity development to MDAs in PPP project preparation and development.” With this, the Commission has recently institutionalized a capacity building program that would promote an environment conducive to the promotion of PPP projects as a viable option for development.
Essentially, the Basic PPP Course strives to empower implementing agencies with the competencies to craft well-structured PPP infrastructure development projects. The activities and interventions that the training program can provide is founded on its training modules which cover the spectrum of project pre-implementation and implementation phases of a typical PPP project.
The pre-implementation component includes three phases: 1) Introduction and Inception; 2) Planning, Identification, Structuring and Approval; and 3) Procurement and Award. Once the PPP Agreement gets signed, the Implementation Component, which includes Implementation, Monitoring and Evaluation, begins.
The Nigeria Institute of Infrastructure and Public Private Partnerships (NII3P) offers a whole range of interventions which are matched and customized according to the needs of the requesting party. These could include training, internship, briefing, and the provision of learning materials, among many others.
The ICRC has stood steadfast on its mandate of delivering training and development through the implementation of its capacity building program. The Commission will continue to attend to the needs of the various PPP stakeholders in government by providing creative and effective capacity building initiatives; thus doing its part in realizing the collaborative roles that the public and private sectors share in pursuing the country’s national growth and development agenda.
