The fourth quarter meeting of the 3PUCF held on 4 December 2014 at the Infrastructure Concession Regulatory Commission (ICRC). The meeting was attended by over 20 Heads of Public Private Partnership (PPP) units from various Ministries, Departments and Agencies (MDAs).
3PUCF is a brain child of the PPP Resource Department of the ICRC. It is an informal and voluntary forum designed to provide a platform for Heads of PPP Units in Federal MDAs for knowledge and experience sharing; ensuring symmetry of effort towards institutionalising the Federal Government’s PPP Proramme, provision of training and educational intervention among others. The forum has the Office of the Head of Civil Service of the Federation as its Chairman, the Federal Ministry of Finance as the Vice-chairman and the ICRC as Secretariat.
The meeting featured a presentation by ICRC of the National Integrated Infrastructure Master Plan (NIIMP). NIIMP is a blueprint for accelerated infrastructure development in Nigeria in the next 30 years based on the need to raise infrastructure stock as percentage of GDP from the current 20-25% to a minimum of 70%. NIIMP is coordinated by National Planning Commission & ICRC, with technical support from McKinsey & Co. The National Economic Council adopted the draft NIIMP for implementation on 14th August, 2014.
A key issue that caught the attention of participants following the presentation was a short-term recommendation in the NIIMP draft for the establishment of Infrastructure Development Units (IDU) in each MDA to ensure the sustained delivery of the NIIMP objectives. These IDUs will be supervised by the Infrastructure Development Coordinating Units (IDCU) that will be domiciled at the secretariat; the National Planning Commission.
